Strategic partnership to deliver affordable city campus accommodation

The University of Liverpool and Kexgill Group enter exclusivity agreement to significantly enhance supply for students

Hundreds of new student living units are to be created in Liverpool after a landmark agreement was signed.

Provider Kexgill Group has entered into a strategic partnership with the University of Liverpool to bring a new phase of high quality, affordable accommodation to its city campus.

Delivery options are now being explored in what could be a £20+ million phased programme, with building conversions and the redevelopment of dilapidated units being considered. It will be delivered under the Hull-headquartered company’s University Quarter brand.

Activity is scheduled to start in early 2026, with the aim of enhancing the supply to suit the needs of a diverse and growing student population.

This strategic collaboration is described as establishing a benchmark model for university-industry partnerships aimed at addressing the UK’s student housing affordability crisis, reflecting a broader commitment to scalable, community-led development that supports accessibility and long-term sustainability.

Stephen Willis is joining Kexgill as joint managing director to strengthen the team’s university and private partnership work. He brings a wealth of finance expertise from the sector, as former CFO of Durham, Hull and Leeds Beckett universities, and current chair of student housing charity Unipol.

“With Stephen on board, our commitment to partnerships, affordability, and building vibrant student communities is stronger than ever,” Mr Stott said. “UK universities and students are facing significant financial challenges, and we are extremely well-placed and highly motivated to overcome these strategically, together.”

Internationally active, Kexgill has provided student accommodation for nearly 50 years, and already has a presence in Liverpool and eight other cities, as well as the German market. It has been ranked as one of the top three European collaborators out of 50 identified by Estates Gazette when it comes to delivery partnerships.
